About the Housing Authority of the Seminole Nation of Oklahoma (HASNOK)

The Housing Authority of the Seminole Nation of Oklahoma (HASNOK) serves as the Tribally Designated Housing Entity (TDHE) for the Seminole Nation of Oklahoma. A TDHE is an organization formally designated by a federally recognized tribe to administer housing programs and manage housing-related activities on the tribe’s behalf. Tribes across the United States may establish TDHEs to exercise self-determination and local control over housing development, infrastructure, and community planning.

HASNOK administers housing programs funded by the U.S. Department of Housing and Urban Development through the Indian Housing Block Grant program, pursuant to the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA). Our mission is to create safe, affordable, and sustainable housing that strengthens communities and enhances the quality of life for tribally enrolled members of the Seminole Nation.

As a TDHE, HASNOK is responsible for the construction, rehabilitation, and maintenance of housing for low-income families, as well as the development of rental and homeownership opportunities. We establish and implement housing policies that address housing shortages, overcrowding, and substandard living conditions, while ensuring compliance with federal regulations and tribal priorities.

In addition to housing development, HASNOK oversees essential infrastructure—including water, sewer, and electrical systems—necessary to support safe and viable residential communities. We also advocate for the housing needs of the Seminole Nation through coordination with federal and state partners.

HASNOK is governed by a Board of Commissioners, whose members are appointed by the Seminole Nation’s Executive Office (Principal Chief) and confirmed by a majority vote of the General Council of the Seminole Nation of Oklahoma. This governance structure ensures accountability, transparency, and alignment with the will and authority of the Seminole Nation.

Through housing development, infrastructure investment, and community-focused planning, HASNOK supports economic development, long-term stability, and self-determination for Seminole Nation families—today and for generations to come.

Administer Housing Programs

HASNOK is responsible for administering federal housing programs, such as the IHBG, for the tribe. This includes managing the construction, rehabilitation, and maintenance of housing projects for low-income tribal members.

Promote Affordable Housing

HASNOK works to ensure that tribal members, particularly those with low incomes, have access to safe, affordable, and decent housing. They may develop rental or homeownership opportunities for tribal members.

Develop Housing Policies

HASNOK creates and implements policies related to housing needs and priorities. They can address issues like housing shortages, overcrowding, or inadequate housing conditions in Native communities.

Manage Housing-Related Infrastructure

In addition to housing construction, HASNOK oversees the development of necessary infrastructure, such as water, sewer, and electricity systems, which are essential for residential developments.

Advocate for Tribal Housing Needs

HASMOK act as advocate for the tribe in discussions with the U.S. Department of Housing and Urban Development (HUD) or other federal and state agencies, ensuring that the tribe’s housing needs and concerns are considered.

Promote Economic Development

By creating housing and related infrastructure, HASNOK contributes to broader economic development efforts, helping to improve the overall quality of life and economic conditions within tribal communities.

HASNOK Departments

Maintenance Department

Responsible for the upkeep and repair of housing units, ensuring they meet safety and habitability standards. They handle routine maintenance, emergency repairs, and work to preserve the long-term condition of the housing stock for tribal residents.

Development Department

Responsible for planning, designing, and constructing new housing projects and infrastructure to meet the community’s needs. They also manage land acquisition, project financing, and ensure compliance with building codes and regulations, fostering sustainable growth for tribal housing.

Housing Management Department

Responsible for overseeing tenant relations, including leasing, rent collection, and enforcing housing policies. They also manage tenant services, eligibility determinations, and ensure compliance with program requirements to support safe and affordable housing for tribal members.

Finance Department

Responsible for managing the organization’s financial operations, including budgeting, accounting, and ensuring compliance with federal and tribal financial regulations. They also oversee financial reporting, audits, and the proper allocation of housing grant funds, such as those from the IHBG program.

Administrative Department

The Administrative Department provides executive leadership, governance support, human resources, policy implementation, and operational oversight, ensuring regulatory compliance, efficient systems, fiscal accountability, and alignment with Board directives and organizational goals.

Boys and Girls Club

The Boys and Girls Club is an allowable activity within the plan, providing youth activities that include life skills, financial literacy, health and wellness, and cultural awareness. This program is intended to offer much-needed services to low-income children, particularly in rural areas, to prevent substance abuse and support positive youth development.
